Nixon Peabody Report: H Bond Authority & Implementation
Commissioned by LAFCO, this 2005 study was conducted by independent law firm Nixon Peabody LLP to review the legal grounds for San Francisco’s Community Choice Aggregation plan. It concludes that H Bonds and CCA are “extremely synergistic”, that a third party implementation body is legally defensible, and that it will create a secure market for energy efficiency and renewable energy.

Goldman Report: CCA – The Viability of AB 117 & Its Role in California’s Energy Markets
Conducted by the Goldman School of Public Policy at UC Berkeley, this 29-page report analyzes the benefits and obstacles for CCA implementation. This was submitted to the California Public Utilities Commission in 2005. The report concludes that “the benefits of CCAs have been demonstrated both through examples in other states and through detailed analysis… CCAs represent a preferable alternative to the current regulated monopoly market structure and, depending on a community’s characteristics, may offer significant gains to all classes of consumers.”

Navigant Study on Renewable Energy Capacity
A study of the 23 Californian cities, conducted by Navigant Consulting, finds that each of these cities has the capacity to meet at least 40% of its energy from renewable energy without notable impact to customer rates. Cities include Berkeley, Beverly Hills, Los Angeles County, and Oakland. Released in 2006, “California Renewables Portfolio Standard: Renewable Generation Integration Cost Analysis Multiyear Analysis Results and Recommendations” can be downloaded at:
